APSARA National Authority for the Protection and Safeguarding of Angkor and the Region of Angkor
APSARA National Authority is the governmental body in charge of research, protection and conservation of cultural heritage, as well as urban and tourist development in Angkor and the Region of Siem Reap. It was created in 1995 to manage the Angkor World Heritage Site. ADF has a Memorandum of Understanding with APSARA since 2008 to implement archaeological activities in Phnom Kulen.
Ministry of Environment
APSARA National Authority for the Protection and The Ministry of Environment (MoE) is the key agency responsible for environmental protection and natural resources conservation in Cambodia. It is responsible for enforcing the Environmental Law through its rangers patrolling Phnom Kulen National Park. It has several ranger stations distributed on and around the park. ADF has a Memorandum of Understanding with the MoE since 2019 and work closely with the Siem Reap Department of Environment to implement environmental activities in the park.
United Nations Organization for Education, Science and Culture
The United Nations Organization for Education, Science and Culture (UNESCO) was founded in 1945 to contribute to peace and security in the world by promoting collaboration among nations through education, science, culture and communication. The World Heritage Committee is part of UNESCO. ADF is regularly advising UNESCO team and the experts from the International Coordinating Committee for the Safeguarding and Development of the Historic Site of Angkor (ICC). ADF also reports twice a year to the ICC meetings.
Ecole Française d’Extrême-Orient (EFEO)
The French School of Asian Studies was founded in 1900 in Hanoi. The mission of the EFEO is interdisciplinary research on the civilizations of Asia, extending from India to Japan. Since 1907, its Siem Reap centre has been a major actor in the restoration of the Angkor monuments and the development of Khmer studies. ADF is working in close collaboration with EFEO experts in the fields of the Khmer archaeology, epigraphy, architecture, LiDAR…
AGRISUD International
AGRISUD International is implementing the Agroecological intensification and diversification of family farming in Siem Reap province since 2016 (IADA). This project aims to intensify the agroecological activities, to diversify the local production, to enhance the incomes of the producers and the commercialisation of the products and to promote and reinforce the producer’s organisations. Since June 2019, ADF is the partner of this project for the Khnong Phnom commune, Svay Leu district, notably for the spice farmers (black ginger, pepper and long pepper) and the fruits tree farmers.
Terre Cambodge
Terre Cambodge (TC) is a travel agency and eco-friendly inbound operator that offers a wide range of travel packages and tours in Cambodia. Committed to promoting responsible and environmentally-friendly activities, TC organise tours to Phnom Kulen National Park. TC is one of the ADF longest partner, funding various projects from 2010 to 2019 (mostly alternative livelihood through agriculture and ranger training and patrols), fundraising for ADF (from other European travel agencies, see Our Sponsors) and collaborating on projects: participation to ADF’s hygiene and sanitation project in primary schools (2016-17) and from 2018, setting up the 2 Community-based Tourism Centres in Popel and Anlong Thom villages.
Sala BaÏ
Sala Baï Hotel and Restaurant school is a program created by the French NGO Agir Pour le Cambodge (APLC), to fight poverty and human trafficking through social and professional training of young underprivileged Cambodians. With more than 2 000 alumni trained, Sala Baï is recognized as a leading impact program in Cambodia.
Since 2023, ADF is facilitating Sala Baï student’s recruitment in Phnom Kulen villages. In 2024, Sala Baï and ADF have started a collaboration to implement the supporting project for the 2 Community-based Tourism Centres in Popel and Anlong Thom villages, by building local communities’ capacities and improving their business models.
Sourire Angkor
Sourire Angkor is a French association founded in 2001, whose main objective is the education and professional training of disadvantaged children in the Siem Reap region of Cambodia. Through a system of sponsorship and donations, children in great social difficulty are able to receive financial support, remain in their families, and be monitored by a tutor throughout their schooling and possibly during higher education. Since 2024, ADF is the partner of Sourire Angor to follow 5 children in and from Phnom Kulen.

Angkor Centre for Conservation of Biodiversity
The Angkor Centre for Conservation of Biodiversity (ACCB), a non-governmental organization and species conservation center of the Allwetterzoo Münster in Germany, is located within Phnom Kulen National Park, Cambodia, and was established in 2003. ACCB is dedicated to conserving Cambodia’s wildlife and biodiversity through activities such as rehabilitating confiscated wildlife, breeding selected species, environmental education, engaging local communities, conducting research, and implementing in-situ conservation efforts.
Cambodian Mine Action Centre
Cambodian Mine Action Centre (CMAC) is Cambodia’s leading demining organisation working on humanitarian mine clearance and risk education. CMAC currently has 1,715 staff across Cambodia and six provincial demining units. It was established during the United Nations Transitional Authority in Cambodia (UNTAC) in 1992. Since 2008, CMAC is ADF main’s partner to undertake demining operation in the archaeological sites of Phnom Kulen.
Royal University of Fine Arts of Phnom Penh
The Royal University of Fine Arts (RUFA) is Cambodia’s Primary centre of education and research in arts and culture. Its objective is to train the young generation of artists, architects and archaeologists capable of active participation in the preservation and development of the various forms and expressions of Khmer culture.
Since 2008, numerous students from the RUFA, either during their studies or when achieved, had the opportunity to join the training sessions during excavations and post-excavations work.
School for Field Studies
The School of Fields Studies (SFS) is an American based higher education organisation that conducts field-based learning and research programs in the area of environment and development in a number of countries. SFS collaborates closely with local partners and ADF to explore human and ecological dimensions to complex environmental challenges in order to contribute to sustainable solutions. It does this through developing a long-term strategic research plan which identifies and addresses environmental and development issues which are critical to the local context.
TDSO
Cambodia faces a severe education crisis, with high dropout rates and low proficiency in reading, math, and English. This limits students’ futures and national development. The Teacher Development and Support Organisation (TDSO) tackles this by providing high-quality, locally tailored training for educators, especially in English instruction. By empowering teachers, TDSO drives long-term change in Cambodia’s education system and invites partners to join in creating a sustainable, impactful future. ADF collaborates since 2025, in the framework of our English classes support to Phnom Kulen primary schools.
UNDP
United Nation Development Program (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP in Cambodia works in partnership with the Royal Government of Cambodia, non-government organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors and private firms. UNDP is focusing on upgrading value chains, financing development sustainably, building resilience and fostering voice and participation. The overarching aim of UNDP is to support the progress towards the Sustainable Development Goals (SDGs).
In 2016-2018, ADF was associated to UNDO for the preliminary studies for a Payment for Eco-System Services (PES) in Phnom Kulen National Park.
From 2019 to 2021, ADF worked closely with the UNDP team to improve the daily lives of the villagers from Phnom Kulen National Park and to protect its natural environment, within the BESD project. ADF also collaborated with UNDP for a large reforestation project from 2020 to 2021.
