The organisation
The Archaeology and Development Foundation (ADF) is a British-registered non-religious, non-political, not-for-profit organisation implementing the Phnom Kulen Program since 2008. It is a registered charity in England and Wales (1122750). Since March 2016, ADF is also registered as an International NGO in Cambodia.
The ADF was set up to better understand the origins of the Khmer Empire and to ensure that the Cambodian people living around the archaeological sites are directly involved in their protection and that their livelihoods are improved in the process.

Alongside archaeological research and annual excavations, the ADF has an array of activities to improve the life of the local villagers, mostly around water and sanitation, environmental protection and education, and sustainable agricultural practices.
From 2009, activities were implemented under the umbrella of the ADF's national counterpart, Integrated Solutions Asia Cooperation (ISAC), a Cambodian non-governmental organization focusing its activities on sustainable development.
In March 2016, the Ministry of Foreign Affair and International Cooperation of the Royal Government of Cambodia has recognized the ADF as an International NGO.
The ADF is working in close relationship with many partners and has signed a Memorandum of Understanding (MoU) with the National Authority for the Protection and Management of Angkor and the Region of Siem Reap (APSARA National Authority). Since 2019, ADF signed an MoU with the Ministry of Environment to officialise an ongoing cooperation.
